The Pacific Islands Forum Secretariat gender specialist says real change following the 2012 Pacific Leaders' Gender Equality Declaration has been slow to come.
Pacific leaders endorsed the pledge in 2012, then 10 years later there was a review of the declaration and leaders had only just revitalized it.
