Four children under the age of five, including a seven-month-old baby, are in the custody of Child, Youth and Family after their parents were arrested by police on Thursday.
Police say the parents both face four charges of neglect, one for each of the children.
Officers were called to the family's house on 4 January after reports of disorder, and since then a joint investigation with Child, Youth and Family has resulted in the arrests.
The parents will appear in the Lower Hutt District Court on Friday.
