The Solomon Islands public service is once again being reformed with state workers being told they must adhere to rules and regulations.
The undersecretary of the Public Service department, Fred Fakarii, says millions of dollars has gone astray because public servants have ignored general orders and financial instructions.
And, he says they spend official hours attending to personal matters and hang on the phone when they should be working.
Mr Fakarii says after many years of extravagant spending and laxity, public servants from the top to the bottom, as well as politicians, complain that it's no longer easy to get money from the Treasury and RAMSI.
He says no new regulations have been introduced but existing ones are being enforced.
Mr Fakarii says they would also like to change attitudes so that the government could speedily deliver goods and services to the people.
